These are public acts of public authorities. Anyone may read them, and the open tier hands over everything the corpus knew twelve months ago without asking who you are. What a subscription buys is that somebody re-reads the gazettes of 15 countries so you do not, and tells you the day one moves.

A vendor whose product depends on this can have the corpus, the build scripts and the checksum manifests placed in escrow. It costs about €1 000 a year and is rebilled at cost. Nothing is deposited yet: the first customer who needs it sets it up with me. One person builds this, and saying so is cheaper than being asked for a draft agreement I do not have.
