A figure has two dates, and they are rarely the same one.
Governments publish in March a text retroactive to January, and sometimes in September for a year that opens in January. Without the second date, a payroll engine recalculating February’s payslip in May cannot reproduce what it originally ran — and the difference reads as a defect in your product rather than in the gazette.
